 I decided to block the cape to show off the lacy pattern and to maximize the legnth. I think this will improve the drape too. I soaked the cape in warm water, gently squeezed it to remove some water.  I used a small hammer to tap pins into the porch in order to gently and evenly(kinda!) stretch it out.
