help understanding crochet instructions

I am having difficulty understanding a pattern for baby shoes. Instructions say: Row 1: ch 11, sc in 2nd ch from hook (place stitch marker), sc in next 8 ch, 5 sc in the last ch, working on the underside of the chain; sc in the next 8 ch, sl st to the 1st sc (The one with the st marker) ch 1.

My problem is that coming back on the bottom of the chain, there are actually 9 st, not 8 as the instructions say, due to the ..."sc in 2nd ch from hook...". If I follow the instructions, I end up skipping some st's in order to make the join. Also, do you put the st marker on the new st, or between the sts?

Any help would be greatly appreciated. Likewise, I can perhaps help with knitting questions!
