Help with Halcyon Pattern

I am trying to make the Halcyon shawl & can't wrap my brain around the first row directions. It says "2 hdc in 3rd chain from end, 1 hdc in each of next 8 ch, 3 hdc in last." How do I do that?? where do I get the 8 when I am at the end of chain???
Also, it looks like the count are off with the hdc in the rows.

"2 hdc in 3rd chain from end, 1 hdc in each of next 8 ch, 3 hdc in last"

Should be

"2 hdc in 3rd chain from HOOK, 1 hdc in each of next 8 ch, 3 hdc in last chain."

Judging from the comments on the pattern, there are other confusing directions. I think she counts the ch-2 turning chain as the first hdc but didn't say so.

Good luck. That's a pretty pattern that I've been tempted to make.
